What Is the CE Marking of Insulation Materials and Sheets for Waterproofing?

Insulating materials are used in construction for their protective properties against cold or heat (thermal insulation), noise (acoustic insulation), fire (fire insulation), or water (damp proofing). Waterproofing sheets, in turn, act as an effective barrier against moisture, preventing its entry or leakage through the different elements of a building.

These materials are permanently incorporated into construction works, which means they have a direct impact on their quality and safety. Due to their importance, their sale in the European market is regulated by the Construction Products Regulation 305/2011.

Waterproofing Sheet Testing

Get CE Marking for your insulation products and waterproofing sheets. We carry out the necessary tests to certify their conformity.

Why Is It Necessary?

Manufacturers or their representatives in the European Union are solely responsible for ensuring that their products comply with the provisions of the regulation, both for their sale and for their use.

When a manufacturer identifies their insulating material or waterproofing sheet with the CE marking, they are declaring that the product conforms to the harmonised standards and, therefore, meets the essential requirements of the regulation. This is fundamental to being able to sell the product throughout the European Union.

What Services Do We Offer for the CE Marking of Insulation Materials and Sheets for Waterproofing?

At Applus+ Laboratories, as a Notified Body*, we work with manufacturers throughout the entire process of obtaining the CE marking. The marking for these products is regulated by an assessment system (1, 2+, and 3) that requires the intervention of a notified body to audit the factory production control and/or carry out the type-testing.

Our services cover the applicable harmonised standards for the CE marking of insulating materials and waterproofing sheets:

Flexible Waterproofing Sheets

  • EN 13707: Bitumen sheets for roof waterproofing.
  • EN 13859-1: Underlays for discontinuous roofing.
  • EN 13859-2: Underlays for walls.
  • EN 13956: Plastic and rubber sheets for roof waterproofing.
  • EN 13967: Plastic and rubber damp proof sheets including plastic and rubber bitumen damp proof sheets.
  • EN 13969: Bituminous membranes for tanks and underground structures.
  • EN 13970: Bitumen vapour control layers.
  • EN 13984: Plastic and rubber vapour control layers.

  • EN 13163: Manufactured expanded polystyrene (EPS) products.
  • EN 13164: Manufactured extruded polystyrene (XPS) products.
  • EN 13165: Manufactured rigid polyurethane foam (PUR) products.
  • EN 13166: Manufactured phenolic foam (PF) products.
  • EN 13167: Manufactured cellular glass (CG) products.
  • EN 13168: Manufactured wood wool (WW) products.
  • EN 13169: Manufactured expanded perlite (EPB) products.
  • EN 13170: Manufactured expanded cork (ICB) products.

  • EN 14063-1: In-situ formed expanded clay (LWA) products.

What Is the CE Marking Process?

The CE marking process defines a series of clear tasks:

Manufacturer's responsibilities:

  • Carry out Type-Testing (reaction to fire, thermal transmittance, durability, etc.).
  • Implement a Factory Production Control (FPC).
  • Develop a follow-up testing programme.

Notified Body's responsibilities (Applus+ Laboratories):

  • Carry out type-testing (for system 3).
  • Carry out the initial inspection of the FPC, its assessment and acceptance.
  • Carry out annual surveillance inspections and assessment of the FPC.

Finally, we manage the necessary documentation for the CE marking, such as the test report, and support the manufacturer in drawing up the Declaration of Performance and the CE label.
